Under his PhD thesis he developed Bangladesh River Artificial Neural Network System (BRANNS) model for flood forecasting in Bangladesh in major rivers. He has also received specialized trainings on Flood Forecasting using probabilistic models and Warning Systems from the Asian Institute of Technology (AIT), Bangkok.

With 38 years of experience in the field of water resources management, Dr. Hossain has expertise in water resources planning, hydraulic structure design, hydrological analysis, water system modeling, disaster management system development, digital land management, flood early warning solutions, climate change impact assessments, integrated water resources management (IWRM), GIS and Remote Sensing applications, and ICT-based solution development.

He has contributed to numerous national projects in Bangladesh, serving as a Team Leader in many of them. His notable achievements include the development of the Community-Based Flood Information System (CFIS) for the Water Resources Planning Organization (WARPO) and a GIS-based Avian Bird Flu Monitoring System for the Department of Livestock Services (DLS), both of which received the National ICT Award.

Dr. Hossain also developed the GIS and ICT-based Scheme Information Management System for the Bangladesh Water Development Board (BWDB), which earned the National Innovation Award for BWDB. More recently, he lead developed of a Web-GIS-based Land Information System for the Ministry of Land (MoL), Bangladesh.

Currently, he is leading the development of a Flood Forecasting and Early Warning System (FFEWS) and an Online Decision Support System (DSS) integrated with a warning dissemination system for the Narayani and Karnali River Basins in Nepal.

Dr. Hossain was lead member of representing team of Bangladesh Ministry of Water Resources to "First meeting of Networking of Water Research Institutions" of OIC organised by COMSTECH held on February, 2025. He also represented IWM in 7th Karachi International Water Conference (KIWC), Water, People, Health- Coping with the Floods  in October 2025.

Dr. Hossain's usual preferances are to build ICT-solutions targetting circular smart monitoring systems focussing land, water, environment, climate change, disaster management and ERP.
